Existing Line 3 Landowner Choice Program
The Landowner Choice Program allows landowners along the existing Line 3 pipeline to choose either pipeline removal (assuming all necessary permits can be obtained and it is feasible) or decommissioning in place. EERA staff serves as an independent liaison to ensure that program requirements are met, and landowners have access to independent engineering consultation at the company’s expense.

Program Information
Attachment 2A describes the details of the Landowner Choice Program. It is a compliance filing provided by the company on July 16, 2018.
In its January 2019 Order the PUC approved and modified the company’s compliance filings that were required in a previous order, including changes to the Landowner Choice Program.
A July 17, 2020, company mailing included a landowner letter, program fact sheet, pipeline removal fact sheet, and decommissioning fact sheet.
Additional Information
Chapter 8 of the Environmental Impact Statement prepared for the project discusses removal of existing Line 3. This 17-page chapter includes information about impacts, costs, etc.
The Line 3 Permanent Deactivation Plan describes the way the company plans to permanently deactivate the existing Line 3 pipeline in the United States. It is direct testimony provided by the company during the certificate of need proceeding.
