Project Summary
Coneflower Energy, LLC (Coneflower), an independent power producer and wholly owned subsidiary of Apex Clean Energy Holdings, LLC (Apex), seek a route permit to construct the Coneflower Transmission Line Project, a short (less than a mile) 345 kV high voltage transmission line in Lyon County, Minnesota. The Coneflower Transmission Project is needed to interconnect the Coneflower Solar Project (Docket GS-24-215) to the electrical grid. The Public Utilities Commission (PUC) issued a site permit for the up to 245 MW Coneflower Solar Project on August 7, 2025. The Coneflower Solar Project was designed to have flexibility in how it provides electricity to the grid with two potential interconnection scenarios: the MISO Scenario and the Garvin Scenario. The Garvin Scenario requires a short 345 kV transmission line (Coneflower Transmission Line Project) to interconnect the Coneflower Solar Project to the electrical grid at the Xcel Energy-owned Garvin Substation. The Coneflower Transmission Line Project requires Coneflower to submit a route permit to the PUC.
