Dairyland Power Cooperative has submitted a joint Certificate of Need and Route Permit Application to the Minnesota Public Utilities Commission to relocate approximately 13.3 miles of 161-kilovolt (kV) high voltage transmission line (HVTL) and construct a new substation in Wabasha County, Minnesota.

Project Summary
Dairyland Power Cooperative (Dairyland) is proposing a plan for relocating the existing LQ34 161-kV transmission line, currently situated on the CapX2020 structures. The project involves installation of a new 13.3-mile 161-kV transmission line and the construction of a new Kellogg Substation, all within Wabasha County. Dairyland plans to utilize single-pole steel structures, all of which will be self-supporting, eliminating the need for guying. The typical pole heights will vary from 75 to 140 feet above ground, with spans between poles ranging from 250 to 1,000 feet. Dairyland anticipates initiating site preparation activities for the Kellogg Substation site between June and July 2026, followed by substation construction and 161-kV transmission line installation between June 2027 and July 2028.

The Minnesota Department of Commerce has posted the Dairyland Wabasha 161 kV Transmission Line Relocation Environmental Assessment on eDockets, January 30, 2025.
The in-person public hearing will be held on Febraury 11, 2025, at Saint Agnes Hall in Kellog, Minnesota, starting at 6:pm. An online hearing will be held the following day, February 12, 2025, at noon. Link to follow.
