BP Midwest Product Pipelines Holding, LLC (BPMW) is proposing to reroute a 10,171 foot length of pipeline near the Rochester International Airport in Olmsted County, Minnesota. The pipeline carries finished petroleum products (e.g., gasoline, diesel) from Dubuque, Iowa to Minneapolis and St. Paul, Minn.
The existing pipeline must be removed and relocated due to the extension of a runway at the Rochester airport. BPMW proposes rerouting the pipeline southward so that is is in compliance with Federal Aviation Administration requirements.
The pipeline rerouting requires a route permit from the Minnesota Public Utilities Commission (Commission). BPMW has applied to the Commission for a route permit. BPMW proposes to use the Commission's partial exemption permitting process.
